About
The National Association of PASRR Professionals (NAPP) formed during a September 2006 Crossroads to Healthcare Conference hosted by DDM/Ascend Management Innovations, and Foundations Associates. The Crossroads to Healthcare Conference focused on improving practices and identifying solutions in PASRR and LTC. The conference was highly successful and comprised the largest group of stakeholders convened in the history of the program specifically to discuss PASRR. Attendees asked for an opportunity to conduct an ad hoc discussion with other PASRR professionals about conference topics and issues. Over 100 attendees chose to participate. From that discussion, NAPP was formed.

The goal of NAPP is to provide leadership, education, resources and empowerment to and for all members, so that each member is offered support in planning, implementing, advocating for, and improving the quality of PASRR functions and services within their own states to ultimately benefit residents with mental illness, developmental disabilities and related conditions who reside in nursing facilities and alternative settings.

Mission Statement:
Working in partnership with federal and state agencies, private agencies, nursing facilities, social and human service groups, and other interested persons, the National Association of PASRR Professionals (also referred to as "NAPP") serves as an educational organization to promote the expansion and improved quality of services for persons diagnosed with mental illness, mental retardation and/or related conditions applying for admission or continued residence in nursing facilities or alternative settings, for the purpose of improving or maximizing each individual's degree of achievable independence, functioning and satisfaction.

Meet NAPP's Leadership
Robert (Bob) Rawlings, Board Chair

Robert (Bob) Rawlings served as the Director of Aging Issues of the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) from 1985 until he retired on June 30, 2002. During this time he was named by the Oklahoma Secretary of Health and Human Services to serve as the Chair of the then Pre-Admission Screen and Annual Resident Review (PASARR) Taskforce which was comprised of ODMHSAS, the Oklahoma Department of Human Services (which covered mental retardation and related conditions, State Medicaid, Long Term Care Certification, and the State Ombudsman program), The Oklahoma Department of Health (state Title XIX Survey Agency), State Nursing Home Association, and aging advocates to develop the guidelines for the implementation of the PASARR process in Oklahoma.

During this time Rawlings was the ODMHSAS representative to the National Association of State Mental Health Program Directors (NASMHPD), Older Persons Division (OPD) (then called the Aging Division) who was afforded the opportunity to work with the Health Care Financing Administration (HCFA), now known as the Centers for Medicare and Medicaid Services (CMS), in developing the Federal Guidelines and Rules that would give direction to the states in their implementation of PASARR. This workgroup helped develop the definitions that were to become part of how persons residing in or making application to a nursing facility would be determined as coming under PASARR rules.
Nancy Shanley, Vice-chair
Nancy Shanley is the Director of Advocacy and Special Projects for Ascend Management Innovations. She is a founding member of NAPP, and is a national consultant on Long Term Care Assessment, clinical, and policy issues.
Dennis Temple, Treasurer
Dennis Temple has been the PASRR Director for the State of Tennessee Department of Mental Health and Developmental Disabilities for the last 8 years. Mr. Temple has a Master of Arts in Social Work and has been involved in numerous State of Tennessee PASRR Projects and presentations for the Commission on Aging and TennCare.
Sandra (Sandy) Jensen, Secretary
Sandy Jensen is the Florida PASRR/MI Program Director for APS Healthcare in Tallahassee, Florida. She is also a clinical member of the Association for Treatment of Sexual Abusers, with expertise in assessment and treatment of infants, children, adolescents, adults, and geriatric individuals.
